I've caught my boyfriend watching TV a few times when I was giving him oral sex. I find this strange. What could this mean?

Strange? How about rude and disrespectful? Since you're no doubt snacking on his ding-dong to give him pleasure, too, the least he could do is pay full attention and participate. If it happens again, maybe you should start sucking on the remote.
Wait. Before you do that, could you use it to shut off the TV in advance of getting intimate? He may be into what you're doing, but just gets distracted by something he sees on the screen. Sometimes people like to leave the television or radio on during sex because its noise can buffer the intensity that often comes with being so close to another person. Before you get close again, you might let him know that you'd like him to tune into you when you're together. Expressing your feelings, and working together on ways to enjoy your time with each other, may do the trick. If your boyfriend is really more interested in The Weather Channel than you, it might be time to check out the dating game again.
